2NL Zoom. Flop Straight SRP, optimal line?

Preflop ($0.03) Hero is BN with 9 8
UTG folds, MP raises to $0.06, CO folds, Hero calls $0.06, SB folds, BB calls $0.04

BB bets $0.18, MP calls $0.18, Hero raises to $0.58, BB folds, MP folds
Final Pot BN wins $0.70
Rake is $0.03

First of all how do you find the flat on the button? I need some general guidance on what hands its better to flat and why IP, to me it seems better to flat hands like JTs, QTs,T9s hands we dont want to get 4bet with, while 3betting low suited connectors that we have an easy fold if 4bet. And now about my flop play, I think I should have flatted since only bad cards are 4,8,9 but when BB leads I expected at least a call from him. Comments?
