Hud stats on this player (444 hand sample):

vpip: 18%, pfr: 3%, 3bet: 2%.
Fold to cbet: 62%.
I also have him tagged as a weak player, but he seems to be playing a lot of tables (8-12).

How would you play this hand?

My thoughts right now after reviewing would be: cbet a bit smaller on flop, turn play is fine, on river maybe dont put a blocker bet out there and let him bet and go from there?
About ranges, i'm putting him on on 5's or 4's maybe best case scenario he does this with something like KJ of hearts? But still I think those little raises on turn and river are very nutted especially when we block some of his bluffing range like A2 or A3. Also when looking back at how many times we need to break even on the river call, we only need 15% so i don't really know, maybe call and hope that he does play his king this way?
