25NL - set vs. large river check raise

SB: Learn2Fail: $18.46
BB: Mushmellow: $29.40
Preflop ($0.35) (2 Players)
Mushmellow was dealt 7 7
Learn2Fail raises to $0.40, Mushmellow calls $0.25
Flop ($1.00) 8 3 Q (2 Players)
Mushmellow checks, Learn2Fail bets $0.25, Mushmellow calls $0.25
He bet's 25c. Not really sure of what else to do. I guess I could raise for value? But he could be doing this with an 8 or just air that I already beat.
Turn ($1.50) 8 3 Q 7 (2 Players)
Mushmellow checks, Learn2Fail checks
I probably should lead turn here right? Once he only bet's 25c on the flop it's not like he's randomly going to barrel large on the turn to make a check raise feasible?
River ($1.50) 8 3 Q 7 J (2 Players)
Mushmellow bets $1.43, Learn2Fail raises to $7.15

OTR,when I lead for pot and he makes a large reraise I feel like he has a strong hand. I'm not sure if two pair type hands are raising this large on the river so I don't think there is any value in my pushing my set especially when it's not the nuts anymore. Do you guys fold a set here?
