25NL Line check - Turning pair into bluff

Blinds: $0.10/$0.25 (6 Players) BN: $103.77
SB: $128.97 (Hero)
BB: $28.67
UTG: $49.88
MP: $27.32
CO: $25.15
Preflop ($0.35) Hero is SB with T T

Flop ($10.00) 2 9 3
Hero checks, MP checks, BN bets $6.50, Hero calls $6.50, MP folds
Turn ($23.00) 2 9 3 J
Hero checks, BN checks
River ($23.00) 2 9 3 J 9
Hero bets $21.00, BN folds
Final Pot SB wins $21.96
Rake is $1.04

villain is good TAG playing 26/19/7 over 200 hands.

Flop is standard call.
On turn I expect villain to barrel his AK, AQ, KQ hands with a heart at 100% frequency.
I expect him to bet flushes at 100% frequency.
I expect him to bet sets at a reasonably high frequency.
I think he might slow down with any Jx hand that picked up SDV and even AA,KK,QQ without a heart.

Therefore on river I expect villains range to be capped and made up on give-up bluffs and pairs with no hearts.
By c/calling river I pick off some AQ/AK type bluffs but I also get valuetowned a lot by AA,KK,QQ,AJ.
By betting pot I am representing a boat or flush which I think I can represent credibly with my line.

Is it bad to turn a hand this strong into a bluff or is this a good bluff vs villains capped range?

All feedback is appreciated :)
