100NL: Facing overbet on the river

Not sure if squeezing is better here. If any of them 4bets I would be in a very tough spot. I opted to call.
Flop ($8.20) 9 5 4 (3 Players)
Hero bets $5.50, UTG folds, CO calls $5.50
I think this is a spot where the opener is not gonna cbet that wide. Besides my hand plays very well for a lead.
Turn ($19.20) 9 5 4 5 (2 Players)
Hero bets $13, CO calls $13
He has enough draws/weaker hands to get value from.
River ($45.20) 9 5 4 5 3 (2 Players)
Hero checks, CO bets $63, Hero folds
Looking at my river betting range, I can still have flushes, boats and one combo of quads. Likewise villain has them in his range. Betting here seems pretty thin to me. I decided to check, with the intention of folding. There's not many missed draws he can have. Only one is 76s, and I don't know if he even calls that pre and on the turn. So hands he can bet for value are TT-QQ, boats, quads.

So I planned on c/f, do you agree with this?

What do you make of his overbet? I know that my range is capped once I check the river, but given the strength of his river range I don't see why he would ever want to overbet.
