Question about short stack 4! allin from high roller

I saw this in event #39, $50K. The short stack at the final table raises A4s UTG 6-handed, then 4-bets allin against the BB. I know theoretically, you should bluff 4! shove with hands you that. However, are people 3-betting the short stack a lot or flat calling to put pressure on postflop. I know BB should have a balanced 3! range. However, I wonder if in practice BB is 3-betting light that much against and UTG open from a short stack
