Should I open a hand that is -EV as a shove? FT

This is the range for 13BB, I would probably be opening J9s and some other low ev shoves cause I prefer taking shoves that make at least 5% or 1/20 of AA when not under 10BB and given I am second in chips. Exception would be if blinds are 2 good regs that will me 3-betting me a bunch. But Is it okay to open some playable high card hands like K3s or K9o, Q7s that don't even make money as shoves? Could we argue that me being second in chips changes my shoving range so I shouldn't take it into consideration when constructing my opening range for that spot? I would normally think that I COULD be opening any suited K, Q4s+, J6s+, K8o Q9o etc.
