Bubble Play general problem areas and oberservations

Assume top 10 paid, 11 left. Players are X,Y or Z. Stack sizes are the following

X1 30bb+ X2 30bb+ (the two big stacks)

Y1 to Y8 10-13bb (eight medium stacks that their positions interchange as the blinds go round)

Z1 <9BB

As a big stack X i can confidently open wider when other X has folded HOWEVER if i minraise and get shoved on hands like AJ and 88 shivel up. Even with 2 to 1 i'm barely getting the right price to call furthermore, if i call and lose i relinquish a decent position. 

1.) Should i be happy making exploitative folds given their tight 3bet shoving range or should i be calling and hoping to realize some equity?

As a medium stack Y, i feel compelled to pick up chips and move up the ladder. When i'm dealt a reasonable hand given my position it feels gross to simply shove with a short stack still in. Minraising might be fine if the players don't take advantage of it, but sometimes they peel out the big blind and you lose your equity (and the pot!)

2.) how much value am i giving up tightening my ranges further OR picking up the blinds? it all feels like such a gamble, i'm trying to find an edge where possible. i try my best to make accurate assumptions about their ranges and player tendencies but it really boils down to 'i have been dealt this hand - are all the chips going in?!'

3.) Z so i'm the shortest stack... i can be shoving the ranges given in shoving charts, but does this still apply to Bubble Situations?  

i have had mixed results and some very poor results and i'm really looking to find ways to improve. Its been painful busting out with so few players remaining and missing the ITM finish. LIVE and Online, tournaments can be excruciating.
