99 facing EP 38x open

Blinds: t40/t80 (9 Players) BN: 2,655
SB: 7,147 (Hero)
BB: 2,097
UTG: 1,442
UTG+1: 2,819

Preflop (120) Hero is SB with 9 9
UTG folds, UTG+1 raises to 184, 4 folds, BN calls 184, Hero calls 144, BB folds
Flop (722) 2 9 6
Hero checks, UTG+1 checks, BN bets 249, Hero calls 249, UTG+1 folds

Hi Guys,

I am not sure (in both cases) what should be the optimal approach to this 99

a) if it was a HU pot (18/13) is the opener, with about 35 blinds.
Flatting 88-TT AQ AJs (+-) is the superior play?
How do you feel about suited broadways (assuming low suited connectors are a folf as default).
Yes this depends on V f3b, Cbet% but in this case its a villain with meaningless history, apart from his vpip/pfr

b) Now the pot is 3way

b1) Villain is a regular likely to be flatting T9s,JTs,QTs+,KTs+,AQ,99-JJ, (perhaps some combo's of lower suited connectors)
Flatting 88-TT AQ AJs (+-) is the superior play?
How do you feel about suited broadways (assuming low suited connectors are a folf as default).

b2) Villain is a weak regular flatting all of his suited connectors, AJo+,ATs+,22+

b3) Villain is a random likely to get involved with the majority of his broadways, suited aces, pairs

I'm assming this would be the line of play here:

b1 makes it a flat since the % of getting or play a decent-sized pot OOP vs a range of suited broadways doesn't seem like a great scenario?
b2 similar although not as apparent as situation where V is a random although imo still point of dicussion when he decides to 4b jam after flatting OR

b3 makes it a clear value squueze and (likely) fold to a 4bet by original raiser.

Any input is appreciated, not sure what would be best here, TT+, AK+, AQs would be a valuejam 3b/gii for me. Although im very unsure about AQo/77-88-99 in these type of situations. More so how do we feel about hands like KQs-KTs / QTs / JTs ourselves in these spots?
