Thinking about ranges, is the individual weaker than the whole?

Say we have 2 players, 1 and 2. Player 1 is out of position and has a range of Xa-Xz that is 40% against Player 2's range on the flop. 1 checks, 2 bets pot. The range that 1 is playing has the equity needed to play against 2's range. However, say 1 has the absolute bottom of his range, and that exact hand is only 28% against 2's range. Does 1 fold here because he doesn't have the equity needed, or does he call because that hand is part of the range being considered? Are these the optimal hands that 1 should be floating with (the call keeps the hand in the range and allows him to make a move on some turns)? Big surprise here, I have a tendency to overthink things, but everything is a puzzle and every puzzle has an answer. I will find it, and any help or advice you guys could give me would be greatly appreciated!
